Beta Version of V1.1.0

Ok I've decided to see where this goes by delivering some betas during the development phase of V1.1.0
Be very aware that this is Beta development and take backups of your previous beta binaries as I will not be keeping previous versions and there will be no updates to the main documentation.

Please do not report bugs in the main forums but post in the Beta Testing Feedback forum, I don't want the main forums being clogged up with beta testing posts

In this first release there are no improvements to the voting system yet but there are some goodies...

Features

Admin Groups, users can now create admin groups in the admingroups.txt file and use these groups in the adminlist.txt file. This makes admining a bit easier for those new releases where you don't want to have to change everyone's restrictions. The adminlist.txt file and admingroups.txt file have some limited examples of what to do. You don't have to use the groups if you don't want to, the adminlist.txt file will still accept flags in the way it always has.

High Ping Kick immunity, a new file called pingimmunity.txt can now be used to specify players who aren't admins but are immune to the high ping kicker if you use it. Simple add their steam ids in there.

Finally there is a new punishment suggested by TopGonner who wrote the original plugin version in CS1.6 Amx mod. The punishment is called 'Gimp'. When you gimp a player they will be muted, their name changed to a name of your choice and every chat command they issue will be replaced by a random phrase held in the file gimpphrase.txt. There are a number of cvars associated with this to manage the messages and names used.

cfg\mani_admin_plugin\里增加了
admingroups.txt---------（设置权限组合，可以把几个权限分成一组或多组）
gimpphrase.txt----------（设置你要令某个被gimp的玩家说的话）
pingimmunity.txt--------（设置即使他ping高，但你也不想Kick的玩家）
